Adam gave the explanation in his example. My only contribution was to
describe the behavior of IRV as "erratic" in that context, and give a
homely analogy in the form of shower valve performance :-)

It certainly wasn't meant to be a formal criterion, although sometimes
formal criteria do grow out of efforts to crystallize the essence of
examples like that.
