Don't overlook the effect of the singlewinner reform on Congress' 
composition.

By removing the spoiler/LOE dilemma, none of the House or Senate 
elections would be limited to two choices, so the two "big tent" 
parties would splinter and multiple parties would be viable.

The electoral college reform "compact" might eventually be approved
by a Congress in which no one party has control.  Prop rep might not
be needed if singlewinner reform makes enough Senate and House seats 
competitive.
