Another constitutional roadblock is the political fact that the Congress must
agree to any compact between the States regarding any joint state
legislation.  U.S. Constitution, Art. I, Sec. 10, Cl. 3 (in part)- "No State
shall, with the Consent of Congress *** enter into any agreement or Compact
with another State ***."
Good Luck in trying to get the U.S. Congress to promote democracy in electing
the U.S. President since it is an elected oligarchy !!!!!
