This paper sets out a solution to the 'eliminate the lowest'  problem of STV and attempts to identify the set of n candidates to fill n seats unbeatable by any other candidate. <BR>

In the one seat situation this method always selects the Condorcet winner.<BR>

Theoretical examples ( highly unlikely in practice) can be produced in which this method gives very bad results.<BR>
