What if there is a cycle and only three candidates remaining?  Then none of them are the pairwise loser.

Bottom-Two Runoff is even simpler.  Rather than finding the pairwise loser, just eliminate the loser of the pair of candidates having the least number of "votes" (in how IRV counts "votes").
