[EM] Clean IRV election data

One starting point is here:

But it hasn't been updated in a bit. There is more Minneapolis and San
Francisco data that is available online but hasn't been migrated to that
page, not to mention data from Alaska that is available online. But again,
it's a place to start.

Also, some of what you would be investigating has already been studied
fairly recently, e.g.
