[EM] IRV/FPP equivalence theorem?

I remember reading a paper at some point about IRV/FPP being equivalent
under sufficiently strategic behavior by voters+candidates. I know it was a
stronger result than the one about Condorcet winners being the
group-strategyproof Nash equilibrium—does somebody know which paper I'm
talking about?
