[EM] RE STAR Voting = Borda w/ Top 2 Runoff?

Top Two Runoff methods can be used to find sincere rankings by allowing
voters to submit a double ballot ... the first half is assumed to be
strategic for picking the two finalists, and the (optional) second half is
used soley to decide between those two finalists.

It would be interesting to see which top-two methods lead to the fewest
discrepancies between the two ballot halves.
