[EM] Defeat strength, Winning Votes vs. Margins, what to do with equal-ranks on the ballot?

Yes, I thought I sent my last email to the list.

I don't find dreaming up ballot combinations easy either.

Obviously if you are just trying to find the winner the more pairwise 
defeats you can ignore
the easier your task is.
