[EM] proportional constraints - help needed

I think V should be 3/4 (if quoted-in) or 1 (if would have won that same
seat anyway). Thus, the quota would be 2/11, and the leftover
(unrepresented) quota at the end would be between 1/11 (Hare-like) and 2/11
(Droop-like).
