[EM] Amateur peer-reviewed "journal" for voting methods, criteria, and compliances?

Hi all,
This looks like we have the support of the EM community as well as Augustin's website Minguo.  So what would be the next steps of this process?  Who will do the grunt work of setting up the website?  I volunteer to do anything I can including looking for volunteers.  Does anyone have other ideas?
