[EM] Herve Moulin's proof not really a proof

Here's another free paper I think will have more relevance generally.
I rip apart Herve Moulin's "proof" that the Participation and
Condorcet criterions are incompatible. I try to show through a logical
proof their compatibility.

I initially wrote the paper because I believe my method adheres to
both criterions, but I'm trying to acquire a lot more proof and this
paper seemed like a first step.
