[EM] Announcing a rank-balloting 2012 presidential poll at Democracy Chronicles

A rank-balloting poll, a mock election for the 2012 U.S. Presidential
election, is now being conducted at Democracy Chronicles.

The candidates are the same six candidates who are in the (currently
ongoing) Approval poll. There are now 47 ballots in the Aprpoval poll. The
rank-balloting poll has barely begun, and it now has 4 ballots.

The rankings in this poll are counted by the ICT rank-count. ICT stands for
Improved-Condorcet-Top.

Improved Condorcet was proposed by Kevin Venzke. It genuinely and
undeniably is an improvement on ordinary Condorcet. More about that subject
in subsequent posts. I don't have time to go into an explanation of that
statement  tonight. I'll get to it in subsequent postings. But I'll give a
hint: If you define the verb "beat" in a way that is consistent with the
actual intent of someone ranking X and Y both at top, does ICT still
violate Condorcet's Criterion? And can anyone disagree with the name
"Improved Condorcet"? More later about that.

Anyway, as I said, the candidates are the same ones in the Approval poll.
The Approval poll will continue for roughly another month. So now, at
Democracy Chronicles, there is an Approval poll ongoing, and also an ICT
poll.
