[EM] minguo presidential poll

A 2012 presidential poll is now being conducted at the minguo website.

The balloting and count are automated, the ballot is convenient, and there
are four ballotings.

The poll has 20 candidates, to suit everyone's taste. Many of them are
actually running for president this year. A few of them are people who ran
in previous years. A few are people who many _want_ to run for president.

The ballotings are:

1. Approval
2. Three-slot Score
3. 0-10 Score
4. Plurality
