[EM] Pirate Party of Berlin adopts the Schulze method

Very interesting. And, with 106 voters, the election is small but not tiny.
It does only take changing 1.0001 ballots to make Magalski into the CW,
though.

Also, the Smith set is 7, but, by eye, it looks as if most refinements to
the Smith set would have only 3 (magalski, baum, mayer). That is, the other
4 are clearly inferior members of the Smith set; there are no top
pentagrams.
