I disagree with the idea of a unicameral body  - although the
proportional system described by Andy is intriguing.

I believe that the best solution is bicameral - with one house elected
by geographic districts (one or more members per district), and the
other house elected via a PR method such as party list either from
nationwide candidates.  This guarantees representation both on a local
level and for smaller political party groups that might not be able to
win any local seats but may represent a substantial number of persons
nationwide.
