No.

47: A>C>B
26: B>A
02: C>A>B
25: C>B
 
There is no Condorcet winner. 
 
IRV elects A but if the two C>A>B ballots are changed to A>C>B then
there is still no Condorcet winner and now IRV elects B, a failure of
mono-raise.
 
49: A>C>B
26: B>A
25: C>B
