Kathy,
As I understand it (and I am not directly involved, so may have this
imperfectly)
1. In Aspen there were zero invalid ballots...The "spoiled" ballot
estimation was made by an election official referring to several voters
who made mistakes, but then automatically had their ballots bounced back
by the voting machine for correction. In the end, I believe there were no
invalid IRV ballots.
2. I believe the city is going to, or has, posted all of the ballot
rankings on the Internet (as do San Francisco and Burlington) so that now
that the random sample audit has confirmed that the scanners recorded the
ballots correctly, anybody who wishes (including you) can double check the
IRV tally on any spreadsheet program.
3. The city did use a non-conventional majoritarian vote-tally rule for
the two seat council election (first and second choices counted
simultaneously), but the mayoral election was standard.

FYI,
The Aspen, CO IRV election seems to be opaque. They apparently
randomly sampled individual ballots to see that they'd been scanned
accurately, but never checked to see if the machines accurately
counted the ballots according to their IRV method. The election
results look suspicious because three candidates had the exact same
score.
Also, the spoiled ballot rate was through the roof high.
Apparently the Aspen IRV method makes the first two counting rounds
fair, but as usual after that all the rest of the rounds are
inequitable - and this IRV election went more than 2 rounds in several
contests.

In Aspen Colorado's 3 IRV contests, each contest was won with 1,273 votes.
How likely is it that the winner of Mayoral, Council Seat 1, and
Council Seat 2 would each get 1,273 votes apiece?
Also, note that 2 of these contests went to the 4th round, and one
went to the 3rd round?
