You spoke of your proposal as manipulation-free. But is that really the 
goal? If it were, wouldn't IRV and Plurality be the best choices? The 
genuine strategy problem is when voters are strategically forced to not vote 
their preferences. It isn't that the method is manipulable by strategy. It's 
that the method imposes strategy need on voters.

Sure, I spoke of vulnerability to offensive order-reversal, but its 
importance lies in the defensive strategy need that the offensive 
order-reversal causes for others.
