--a reply to that would be
(a) those voters who were not convinced, would not be able to get their
vote counted.  So there is incentive.

(b) supposing the dumb voters refused to play (too dumb to understand revolutionary
wonders of Rivest scheme) then we would introduce an anti-dumb bias into
the electorate, which might not be a bad thing.  :)
