Depends. What is the situation at a meeting if a vote is taken by 
show of hands and most people decide to abstain? What is the 
situation if most members of an organization don't show up at the 
meeting, but, perhaps, a quorum is present and a vote is taken?

If you really want to ask the question, specify the context better. 
Is this a public election? Where? Are the "abstentions" blank 
ballots? Or are they people who didn't show up to vote?
