Truncated candidates are considered tied with each other, and ranked 
strictly below all ranked candidates. So that:

49 A
24 B>E
27 C>D>B>E

is equivalent to

49 A>B=C=D=E or A>C=B=E=D etc.
24 B>E>A=C=D or B>E>D=A=C etc.
27 C>D>B>E>A

so that the win strengths are

B>E 51
B>A 51
E>A 51
A>C 49
A>D 49
C>B 27
C>E 27
C>D 27
D>B 27
D>E 27

How would you want to handle truncation instead?
