HAVA, the Help Americans Vote Act, ensures that there will be nice  
shiny new voting machines in every precinct in the US by November  
2006. That's a few billion dollars in subsidy to the voting machine  
industry. And in their spare time they make ATMs and video poker and  
slot machines.
