Sorry, but you've made the best strategy even simpler, without reducing
the number of unwise voting options. One should just give one candidate
the maximum or minimum score, and to everyone else, 0.
It's basically equivalent to cumulative voting, except that you can
give negative points. And cumulative voting for one seat is equivalent
strategically to plurality.
