[EM] DMC and 2-party domination

DMC as generally defined does allow equal rankings.

DMC uses neither margins nor winning votes to measure defeat strength. DMC 
uses the approval score of the winner to measure defeat strength.

Now it has been suggested to me by Adam Tarr that Conodrcet method that
