If a voter has a range ballot like:

a: 99
b: 50
c: 50
d: 0

This would be equivalent to the ranked ballot:

   a > b = c > d

Every Condorcet resolution method can handle a ballot where two or more 
candidates are ranked the same and locating the Condorcet Winner, if one 
exists, is unaffected.
