IRO also stands for "independence of rejecting the outcast variants", a 
property similar to IIA.  I don't quite understand the distinction, but 
Nurmi describes it using a diagram resembling a fried egg ("Comparing 
Voting Systems", Hannu Nurmi, 1987.
