Hi again,

I think my diagram illustrating my proposal to tweak the 
Electoral College winner-takes-all system could be made 
clearer.  I wrote:

Let me try again, illustrating with a small state
that has 5 EC delegates to award:

In other words, I'm proposing a "stair-step" function
near the 50% mark.
