  I do not claim devising, but I argue for this, for both wv and margins:
      Explicit ranking of A=B should be done ONLY because the voter sees A 
equal to B, and should give the voter neither more nor less power.  Half 
counts means the same power for two voters whether they do A>B and B>A OR 
A=B and A=B.
      Leaving A and B unranked should give no counts, for the voter has 
said only that they are beneath noticing.
