[EM] Ballot initiative in Colorado

I don't know if someone here already mentioned it, but there is a ballot 
initiative in Colorado to change the method of awarding electoral votes 
based on a percentage of the popular vote rather than a winner-take-all 
system. I saw it mentioned on Slate (www.slate.com) at
