[EM] Approval is Set Voting

Jan's posting prompted me to post something that I've meant to post. Another 
name for Approval could be Set Voting.

The voter can can vote any set over any other set. Of course that's done by 
voting a particular set over everyone else.

While Plurality lets you vote one candidate over everyone else, Approval 
lets you say "This set is better than that set", voting one set over 
everyone else. Approval generalizes Plurality, and gives the voter more 
freedom of how to vote.

So Approval could be introduced as (as Jan suggested) asking the voter, for 
each candidate, if s/he approves that candidate; or as CR 0,1; or as Set 
Voting.
