Switzerland doesn't have a 2-party system in either house.  They have a 4-party system in the house elected by 2-step runoff.  The divide is 8/9/14/15.  OK, 2 parties are definitely larger than the other 2, but those other 2 parties are still large enough to have significant clout.
 
To the best of my knowledge, the house elected by PR has the 4 big parties and approximately 10 others, of varying sizes.
