Likewise, does anyone know of examples where the largest remainder method
using the Hare quota produces results different from the highest averages
method using the Saint-Legue divisors?
I assumed that there was a difference between these methods, but I don't
know how to go about constructing an example. Can anyone help? I would
sure appreciate it.
For Droop quota, highest remainder and D'Hondt highest average take the
following example (100 votes, 5 seats) :
List A 44
List B 29
List C 27
Droop quota = 16.67
List A 2 seats by quota, remainder 10.66
List B 1 seat by quota, remainder 12.33
List C 1 seat by quota, remainder 10.33
Last seat goes to list B with a remainder of 12.33. Final result list A 2
seats, list B 2 seats, list C 1 seat.
D'Hondt divisor system (1,2,3,......)
List A 44 22 14.67 11
List B 29 14.5
List C 27 13.5
List A wins 3 seats, list B wins 1 seat, list C wins 1 seat.
For the Hare quota, highest remainder and Saint-Legue divisor system take the
following example (100 votes, 5 seats):
List A 53
List B 35
List C 12
Hare quota = 20
List A 2 seats by quota, remainder 13
List B 1 seat by quota, remainder 15
List C 0 seats, remainder 12
The last two seats go to A ( remainder 13) and B (remainder 15). Final result
List A 3 seats, list B 2 seats and list C 0 seats.
Saint-Legue divisor system (1,3,5,........)
List A 53 17.67 10.6
List B 35 11.67 7
List C 12 4
List A wins 2 seats, list B wins 2 seats and list C wins 1 seat.
