new parties or new independents would be forbidden.
It has nothing to do with candidate-based or party-based systems.
A defeated independent candidate could run again for a by-election.
Maybe (1/number of seats) would be a too easy threshold to reach,
but it is another kind of problem. Still independents can gather support in
only one
district...
The clone labelling problem described by Bjarke stays for now.
