Hare was a person who I think was associated with both early STV-PR and IRV.
I have never heard of  the Droop or Hare quotas being used for list PR. 
For STV PR the Droop quota
has (I gather on sound solid grounds) superceded the Hare quota.
I know that the d'Hondt allocation method, because it always rounds 
down, favours larger parties. (If you
join the totals of two parties, they can't get any less seats and they 
might get an extra one).
