Population paradox

Dear Olli,

Although Balinski and Young support Webster over Huntington-Hill it 
seems that there are other points of view in trying to see which of 
these methods is "fairer," even with regard to the matter of bias over 
time with respect to small and large states. After all, the constitution 
has a bias in favor of "small states" by giving each of these states one 
seat. One might try to sort out the bias due to the constitution vs. the 
bias due to the method.
