[EM] Approval counts in pairwise matrix diagonal

If 
	+ pairwise matrices are useful because they allow pre-tally processing as 
		exemplified by Mr. Simmons "Condorcet Flavored" PR methods 
proposal
	+ approval counts are useful to weed out "dark horse" candidates
then reserving the pairwise matrix diagonals for approval counts would also be 
useful. An additional line under the last row could hold the total ballot count.
