A large amount of Gerrymandering could be prevented by a very simple rule 
such as:

"A county may only be part of at most two districts that contain other
counties."

This would prevent the most blatant Gerrymandering, although it would 
certainly not stop it altogether.  You could combine it with some rough 
convexity-type rules for a more thorough Gerrymander-prevention package.

The only thing which will really prevent Gerrymandering is proportional 
representation, though.
