[EM] Least YES losers

If head to head math cannot be done, then a simple single winner method would
be to simply have YES/ NO votes on each choice along with number votes, 1, 2,
etc.

A refinement would be to note the contingent nature of any second or later
YES vote.

Example-

12 AXBXX
 5 BXXXAX

X = other YES choices of the 12 and 5 voters

B would get only 5 contingent YES votes from the 12 voters (so as not to hurt
A compared to B).

In real elections, there may be other groups of voters, of course.

The choice with the least YES votes would be eliminated (repeatedly).

A choice should have a YES majority, if possible (especially for executive
and judicial office winners).

A *YES* vote should be deemed to be a *tolerable* vote.
