If you want to define ICC in terms of actual votes, here's a
better way:

(with clones defined in terms of actual votes)

Deleting from the ballots a member of a clone set that initially
has more than 1 member, and then recounting those ballots, should
never change the matter of whether or not the winner comes from that
clone set.

I objected to the fact that Plurality passes this criterion, even
though Plurality is notorious for discouraging the running of similar
candidates. That's why someone suggested that ICC be defined as I
define CC: In terms of sincere preferences and stipulating sincere
voting. Plurality then fails for the reason why we expect it to, as
it does with my CC definition.
