Spam control (Re: [EM] Remove)

That experiment didn't last very long.

I've removed the ability for outside posters to post to this list.  My
apologies to those that liked that functionality.  The problem has been
that it makes it way too easy to spam us when that's turned on.

In order to accomodate those that want to be able to post but don't want
to receive list traffic, I'm looking into a SmartList feature that will
accomodate that.  Please let me know if you are interested, and I'll put
you on the list.  What will need to happen is that I'll need to manually
add you to the "accept" list.
