[EM] Dump primaries.

Parties have no right to expect the public to sponsor their primaries.

If parties want to hold primaries, let them do so at their own expense
and sponsorship.

With a good voting system, primaries aren't needed.

Of course Approval & Condorcet would work fine with or without
primaries, and they'd work fine in primaries.
