Good luck in trying to get any *consensus* whatever in *modern* legislative 
bodies regarding *controversial* issues --- which, by definition, lack any 
consensus about them.

Anything new and different in 7,000 years of political history ??? -----

Democracy -- majority rule

Monarchy/Oligarchy -- minority rule (1/ more than 1 but less than a majority).

Consensus (100 percent agreement) is in utopia-land.
