[EM] Omission in IRV definition

[MIKE OSSIPOFF]

When I wrote an IRV definition, I forgot to include the instruction
to transfer votes. But even though the method wouldn't work as
intended with my incomplete definition, the definition still made
the point that I wanted to make, about its clarity.
