Various things can happen with divided majorities -- 2 or 3 or more in the 
divided majority.

A minority may, of course, be also divided into 2 or more subparts.

If there are 3 or more in a subgroup (majority or minority), then there can 
be circular ties within such subgroup.

ANY use of place votes does NOT show any *absolute* show of support.

Example- Hitler, Stalin and Genghis Khan are in a popularity contest for 
being *nice* guys - i.e. world class killers.

Since there is the Condorcet Winner test, I would suggest that RES is another 
tiebreaker IF there is no CW.
