That's my feeling too, unless a computer is used. It depends on
whether one is available, and on whether the membership are willing
to accept its results. On EM that's no problem at all. In most
committees it might be. I suggest Cloneproof SSD or BeatpathWinner,
in their small committee form, for EM votes.
Maybe PC would be easy enough in some sufficiently small committees
with just 3 options.
With lots of voters &/or options, and no computerized count,
I'd use Approval.
