[EM] Condorcet/IRV Tiebreaker

Another tiebreaker if there is no (or not enough) Condorcet winner(s) using 
rank votes only---

1. Check for Condorcet winner(s) (CW).
2. Check for Condorcet loser(s) (CL)- if any, remove them.
3. If no CW(s) after 2, then drop the choice with lowest number of first 
choice votes. Repeat 1.

Examples-

26 AB
25 BA
49 C
100

No CW
C is a CL
A is CW -- wins.

Some of the C folks will most likely make second choices in a real election 
(possibly resulting in a CW-- A or B).

33 BCA
32 CAB
99

No CW
No CL
C loses
A is CW -- wins.

If (repeat, if) there is no CW, then the case for dropping the choice with 
the lowest number of first choice votes is rather simple- the other choices 
have more first choice votes such that the fewest voters should have their 
first choice eliminated.

Standard comment- rankings do NOT show acceptability - which can be done 
using a YES/NO vote on each choice.
