Thus the ECV bias in favor of small States (compounding the continuous
indirect minority rule of the small States in the U.S.A. Senate).
MN 243868/ DC 67298 = 3.62 --- not exactly 1 person = 1 vote
Note 1--- 284 ECV with CA, 52.79 percent of total votes (or, thus- a possible
26.40 percent indirect minority rule). A bit lower math if the States near
the border are used instead of CA to get 270 ECV.
