D- Which of them has a YES majority ???

The A,B,C group is a standard divided majority.

Even if there is only 1 candidate (the other choices die*, resign or are 
disqualified), then the voters should have the option to just vote NO.

Should NOTA (none of the above) be on all ballots and be deemed to be a 
candidate (shorthand for NO on all human candidates) ???

*A U.S. Senator candidate in Missouri died after the ballots were printed but 
before the 7 Nov 2000 election.  His name got the most votes.  A vacancy was 
declared (to be filled until the next U.S. election (Nov. 2002) by the 
Missouri Governor).

On the plurality/majority problem,  there are the 3 obvious possibilities on 
the left-right scale------


Left---------------Middle----------------Right

<< or >> means may extend left/right.

Each dashed line may be a plurality or a majority (depending on method used).

Can the dashed lines not be continuous ???

Which is the *best* plurality/ majority for the public safety (especially for 
executive and judicial officers) ???
