There's a new company/non-profit (unclear which) for democratically
developing free software that is forming called FreeDevelopers.net.  They
are just in the process of forming their constitution and determining
their voting system on this mailing list (from what I understand): 
http://www.topica.com/lists/FD-Democracy

I'd encourage those with an interest in free software and voting systems
to participate in the formation of their constitution.
